The Town of Pagosa Springs has received an application for “Preliminary Plat” for Phase 1 of Pagosa Views PUD. This plat will subdivide 15.7 acres from the 80-acre parent parcel. The subdivision will prepare the land for development into 37 townhomes, 10 single-family homes, and 11 condominiums (58 units in Phase 1) along with platting associated tracts to be used for: roads/access, dedicated open space, recreational facilities, and a public segment of the Town to Lakes Trail.

Subsequent applications include a Final Plat which is done administratively once assurance of infrastructure is completed. A Major Design Review is required for the 11-unit condominium building (multi-family).

The Planning Commission will conduct a public hearing on Tuesday, January 23, 2024, at 5:30 pm to consider the Preliminary Plat for Phase 1.

Public Hearings and Meetings will be conducted in person at 551 Hot Springs Blvd and also available for remote attendance via the Zoom meeting platform. Public comment will be taken in person and over Zoom.     A traffic impact study for the proposed development is underway, the results of which will reveal how many vehicle trips will be generated through each intersection and make suggestions on the mitigations, which may include diverting vehicles. We will know more when the study is completed.

    Hello Cee, 

    Based on the developer's expertise and product type and their needs, they have chosen to develop this property. Keep in mind that a traffic impact study is underway at present. The findings of that study will be used to design the traffic mitigations and measures to maintain an adequate level of service. The project, if approved, also also includes a connection through the property to the west that will be developed when that neighboring property develops in the future. The connections will serve to provide relief from the exiting one-way-in and one-way-out of town, which is Highway 160.

    Hello, 

    The access as proposed is across from 14th Street at US 160, with the second access onto 10th Street as shown on the plans. The secondary road network would include an access through the adjacent Stanger property, at the point in the future that property applies for a development permit.

    Hello reggaedog, 

    This particular project included 10% of the total housing units to be provided at affordable rates. About one-third of the workforce housing units are to be provided in each of the three phases.  The developer has committed to providing housing to those making as low as 40% AMI which is about $600 a month for a studio apartment. They have not requested a density bonus for this project, under which a developer may request up to 50% more density in exchange for restricting 25% of the units for those making between 60-120% AMI. 

    With respect to infrastructure, while it's well known that infrastructure (water capacity, sewer function, highway function) are approaching or at their capacity, this project will be required to provide upgrades to all those systems. The proposal is in process of "modeling" which will inform the developer how much upgrade is needed to maintain an adequate level of service for the existing residents. The results of that modeling isn't available yet and more information will be forthcoming when that information is compiled.

    Hello Ms. Shanti, 

    Squaw Canyon Place is not in the Town, and a connection through Alpha is not proposed. Typically to connect to city sewer (Pagosa Springs Sanitation General Improvement District or PSSGID) a development would be annexed into the town or proposing to be annexed. There is no proposal to annex Alpha or any portion of it.

    Utility providers are responsible for planning for future growth and setting fees to cover the costs of that growth. You can review the fees for Pagosa Area Water and Sanitation District here.

    Hello, 

    All utility connection fees are the responsibility of the developer. The connection and availability fees are set by the respective boards governing the utility companies, in this case the Pagosa Springs Sanitation General Improvement District (PSSGID) for sewer and Pagosa Area Water and Sanitation (PAWSD) for water.

    Thank you for the question. The proposal includes 2 accesses, although the secondary access contemplates using 10th Street. The proposal will require a full traffic study that will dictate the improvements needed to keep the roadway system at an adequate level of service.     Thank you for your comments. Town staff is working with the applicant on ensuring street and trail connections as well as the Putt Hill trail are provided for public benefit. With subsequent iterations of the project staff have asked for a breakdown on the types of open space provided.

    Hello Andy, 

    Thank you for your comments. It may clarify to know this will be a multi-phase project that will take several years to build out. The proposed density (approximately 6-10 units per acre) is less than what would be allowed by right (22 units per acre). The applicant is required to complete a full traffic study which will dictate what improvements need to be made to accommodate traffic. Yes, Highway 160 is challenging and with each new development proposal the Town requests easement to continue the piecing together of a secondary road network - one on the north side and one on the south side of 160 - to accommodate the future buildout of the community. 

    All that said, the applicant received feedback from public comment like this one at the meeting and from staff and will bring back another iteration of the proposal, when that happens, it will be posted on MyPagosa.org. 

    The project will go before the Planning Commission again On Tuesday 6/28 with the meeting starting at 5:30 p.m. 

    Public comments are taken during the meeting but written comments may also be forwarded a week in advance to cschultz@pagosasprings.co.gov for inclusion in the agenda packet that goes out to the Planning Commission.  Agendas and Minutes can be accessed on the Town's website at https://pagosasprings.civicweb.net/Portal/MeetingTypeList.aspx
