UPDATE: Archuleta Regional Housing Action Plan — Session One Recap
On January 21–22, the Town of Pagosa Springs and Archuleta County kicked off the community engagement process for the Regional Housing Action Plan. About 40 community members attended the first Open House, and roughly 20 stakeholders participated in the first Strategy Working Group session.
What We Heard
Across both events and online responses, several themes came through clearly:
- Rental housing is urgent. With vacancy near zero and median rents above $2,700/month, expanding rental supply was the top priority.
- Zoning and land use reform matter. Community members — including local developers — identified outdated zoning as a barrier to building the housing Archuleta County needs.
- Middle-income workers are squeezed. Many households earn too much to qualify for assistance but too little to afford market-rate housing.
- Seniors, veterans, and people with disabilities need more options. Attendees emphasized housing for special populations alongside workforce needs.
- Employers feel the impact. Sixty percent of local employers cite housing as a barrier to hiring and retaining workers.
At the Strategy Working Group session, members reviewed housing data, discussed a draft vision for the plan, and evaluated policy tools ranging from dedicated housing funds to inclusionary zoning. Every tool presented received broad support — the group signaled willingness to consider multiple approaches.
What's Next
We're compiling all input from the Open House, Strategy Working Group, and online responses to shape the next round of engagement. Session Two will dig deeper into specific strategies — including zoning reform, rental development incentives, and regional partnerships.
