The Town of Pagosa Springs has received an application for a proposed Multifamily Apartment development on the following combined .51-acre properties at 575 S. 3rd Street & 558 Hot Springs Blvd, containing 24 residential units. This proposed project requires the consideration of: A Sketch Major Design Review Application, A Density Bonus requesting an additional 16 residential units above the allowable 8 units within the Mixed-Use Residential zoning, and a Rezoning application changing 575 S. 3rd Street lot from Public/Quasi Public to Mixed-Use Residential (MU-R).

FIRST: The Planning Commission and Design Review Board will conduct a public hearing on Tuesday, April 12, 2022, at 5:30 pm to consider the SKETCH Design Review, Rezoning and Density Bonus Applications for the above-described proposed project for consistency with the Town’s Land Use and Development Code and Adopted Affordable Housing policies.

The Public hearing will be held by Zoom online meeting platform and accessible to anyone in the public from the Town’s online portal at this link https://zoom.us/j/91425469027 or to listen only, dialing 1 669 900 6833 and accessing webinar ID 914 254 5469 027. Please note: the Town does not and cannot guarantee internet service or online broadcasting for remote attendance. Remote attendance is at the risk of the attendee as the public meeting will continue in person regardless of the Town's broadcast capability.

SECOND: Town Council will then consider the Density Bonus application, Rezoning application, Planning Commission’s recommendation, Town Staff’s analysis, and public comment at a public hearing scheduled on Thursday, April 21, 2022. The second reading of the rezoning application will be on Tuesday, May 3, 2022.

    Hello reggaedog, 

    Thank you for the inquiries on the complicated issue of workforce housing. 

    On requiring a certain number of units, otherwise referred to as "inclusionary zoning", no, the Town Council has employed numerous incentives rather than requirements in an effort to encourage housing. These incentives include things such as waiving building, planning and sewer tap (by PSSGID) fees, providing generous density bonuses of up to (and more than) 50%, allowing flexibility for reductions in requirements such as setbacks, height, landscaping, and parking requirements to make development more affordable. 

    For the past several years the Town has been seeking expertise and funding for innovative ways to provide workforce housing in our community. While the Town has generally remained out of the "housing business", Town Council recognized the extreme need and market conditions and has since chosen to form a public-private partnership (P3) to develop and construct housing.     

    The Town has collected surcharge fees to fund workforce housing and has purchased property on which to build, operate, and maintain housing that will be restricted for local workforce and limited to 120 or 140% of AMI. The Town has been engaged in a public-private partnership with a housing developer to construct, operate, and maintain 64 or more housing units within the Town. The Town is aggressively working to bring these products to the community as it is being done without any federal or state tax subsidies. The current market is creating barriers to housing everywhere in the country. For more information on housing efforts and opportunities, check out this interactive map; some of the potential sites are still in the decision-making stages, but will provide a good picture of the community-wide efforts.
